Steel certificates 2.1, 2.2, 3.1, 3.2: what really changes

When evaluating steel quality, the certificate is one of the most important elements. However, not all certificates are the same. The designations 2.1, 2.2, 3.1 and 3.2, defined by the EN 10204 standard, indicate different levels of control, traceability and material reliability. Understanding these differences is essential to correctly assess a material and its quality level.

🧠 Classification: two different approaches

The EN 10204 standard defines inspection documents for metallic products.

These are divided into two main categories:

🔹 Non-specific inspection certificates
🔹 Specific inspection certificates

👉 The difference is substantial:
in the first case, they are general declarations, while in the second they are actual test results performed on the supplied material.

🔍 Non-specific inspection certificates

These certificates confirm product compliance, but without linking results to tests performed on the specific supplied batch.

📄 Steel certificate 2.1 – Declaration of compliance

  • Issued by: manufacturer
  • Content: declaration that the product complies with the order
  • Tests: ❌ none

👉 This is the most basic level.

Level of guarantee: low
👉 based solely on the manufacturer’s declaration

📄 Steel certificate 2.2 – Test report

  • Issued by: manufacturer
  • Content: declaration + test results
  • Tests: ✔ present, but not specific

👉 The data is real, but comes from standard production controls performed on representative samples, not necessarily from the specific supplied material

Level of guarantee: moderate

✔ higher transparency compared to 2.1
✔ presence of measured data

👉 BA issues 2.2 certificates as standard

🧪 Specific inspection certificates

Here the level changes completely.

📄 Steel certificate 3.1 – Specific inspection

  • Issued by: manufacturer
  • Signed by: independent representative from production
  • Tests: ✔ performed according to standards or specifications

👉 Results are linked to:

  • heat
  • batch
  • identified samples

Level of guarantee: high

✔ official data
✔ traceability
✔ verified compliance

👉 BA regularly issues 3.1 certificates

📄 Steel certificate 3.2 – Third-party inspection

  • Issued by: manufacturer and third-party body/customer
  • Tests: ✔ specific
  • Validation: ✔ double

👉 The certificate is also verified by an independent body

Level of guarantee: very high

✔ maximum reliability
✔ external verification

However, it is important to remember:

👉 the certificate does not generate data
👉 it collects it
